Please help me?

okay i will try to explain this as best as i can i hope someone can help okay i am buying this car from this guy i haven't finished paying him so i dont have the pink slip anyways i need to get the new tag for my car for 2008 and the car is in his name can i still get the tags or does he have to do it which i hope not if i can how do i doj this and what do i need i am going to get an insurance also do i have to have the car in my name also what im saying is it possible to this if the car is not in my name ? i hope i explaining this well if not let me know thank i appericate the help
